Connectivity Challenges in Indonesia : Strategy and Policy in the Development of Broadband Wireless Access Technology Best Suited to Reduce the Digital Divide Problem in Indonesia (02 December 2008, Bali) The Ministry of Communication and Information Technology, Republic of Indonesia organised a seminar specialized on MWBA on 27 November 2008. iBurst Association (iBA), PT Pata Informatika Nusantara and Kyocera Corporation from Japan are the co-host partners.The seminar was held with the objective to invite new technologies providers to brainstorm on the challenges and opportunities to manage and realize the connectivity in a very diverse country with 230 millions population, with over 17,000 islands and 69,065 villages without phones, such as Indonesia. The Ministry’s Senior Advisor Dr Moedjiono delivered keynote address and officiate opened on behalf of the HE Prof Dr Ir Mohammad NUH, Minister of Communication and Information Technology, highlighted that the Vision of Indonesia Broadband Access System are : affordable tariff, fairly distributed and high quality (high speed). The government of Indonesia is currently focus in few areas to expedite the Broadband Access policy : 1) Licensing, 2) Interconnection and 3) Standard and Interoperability. Amongst the speakers include Mr Sasan Parvin, CTO of Wireless Business Solution from South Africa, also the largest iBurst operator so far with more than 75,000 subscribers where the SA’s iBurst deployment strategies had been shared. Mr Masami Koda from Kyocera Corporation highlighted the technology milestones and superiority of iBurst, whereas Mr Eddy KJ Lee, Secretary-General cum CEO of iBurst Association (iBA) presented the profile of iBurst Association, worldwide iBurst deployment status, HC-SDMA standard development and the role of MWBA in Information Society and Disaster Risk Reduction as initiated in the UN’s Geneva Plan for Action. The Indonesia telecommunication regulator presented their strategies to achieve the Information Society in 2015, as stipulated in the World Summit of the Information Society (WSIS) declaration. The representative from the National Railway PT Kereta Api updated the attendees on the importance of broadband connectivity, efficiency and punctuality to offer excellence service to millions of its passengers.The 100 delegates was informed the challenges of the ICT deployment in Indonesia, namely 1) lack of awareness of the importance of ICT-related issues in relation to development goals, 2) lack of technical and policy capacity, 3) lack of easy, affordable and timely access to information 4) weaknesses in governance processes and 5) financial barriers. At the end of the section, all speakers, panelists and co-host representatives are invited to have group photo together with Dr Moedjiono. Though the seminar ended but the challenges to develop the strategies and policy in using the advanced technologies best suited to reduce the digital divide problem in Indonesia, and hence to build an Information Society, is just began.Report by Eddy KJ Lee |
